I'm sure they would jump at the chance, as long as they neither have to work to
create the infrastructure, nor pay for it. Nobody refuses "freebies" nowadays.
Of course, there would be no casinos and the like - Indian villages didn't have
such things. That's already a major negative point ;.-)
