Good call.  There does need to be some re-work around this.

I think maybe it would be better to add an entirely new prompt for this. 224 is specific to not having access to download an individual file but in this case it would be when a user does not have access to download files at all from a base (but can still list/view).

Maybe splitting #304 into two prompts, one that displays when downloading is an option and one that displays when it is not an option would be a better approach?
