The problem with the Dongle for most of those on the audio side, is that if
it breaks/craps out, many people find it very difficult to convince the
software vendors to re-issue new keys to work with the iLock. For the
audio people, instead of having a stack of dongles from each company,
they've all adopted the scenario that the end user buys his own iLock
dongle, that way all the programs look to the one dongle, and there are no
conflicts with the dongles.

With your scenario, that's fine, in that most likely, you're provided with
the physical dongle when you bought the Cobol, and you're not loading up
multiple dongles for different software vendors, where the dongles conflict
with each other.
