As a person who programs and debugs trunked radios, there are a couple of 
things that can cause this - even on a nearby system...
  
1: wrong "connect tone" programmed into the transmitting radio.  (This one 
will drive you nuts - particularly if the radio programming template was 
supplied by the trunking SMR provider!)
2: transmitting radio off frequency or has a frequency stability problem.
3: interference (or image) from some other trunked system.
4: bad transmitting radio - like a bad mic cord. (But you think they would 
figure this one out and fix it.)
  
So most of these are out of your control...
