I've had this happen to me too -- it usually means that your program (or
someone's program at least) has thoroughly hosed the data segment in one
or more system DLLs (USER32, GDI32, etc.).  This could be due to a
resource leak that eventually depletes the data segments of the DLLs or
a memory-smash of some sort.

It is most likely not a virus or problem with the system itself.  First
step is to find the culprit, which piece of software causes this to
happen.  If you are doing your own development I would start with your
software (not to say that you in particular are writting buggy software,
that is where I start for myself too).  If the problem is in your
software then you have to track down the problem.  If not then you'll
want to get in touch with tech. support for the offending software.
