Yes. Once installed on a source machine, it doesn't require the key again.
When installing on the destination machine, it doesn't require nor validate
with Laplink.
That means, you could build a "source" machine with the apps you
need, and if all the other machines have the same required group of
applications, you can move to each one as a separate move by installing
PCMover, and designating the machine as the new computer.
Done that too, where I transferred to one machine, and then the computer we
were provisioning for that person got changed, just installed PCMover on
the 2nd new machine, and did the move again.
