I think there is someone trying to start an echo like that.  As for your 
fish, it sounds like something my tank fish get sometimes.  It's called 
bloat.  If this what he has, the fish will get larger and larger.  As far as 
I know, there's not much you can do except put it out of its misery before it 
explodes.
