There are volume licenses other than Software Assurance. See =
http://www.microsoft.com/licensing/default.mspx.
If the issue is with the user profile you can copy or backup and =
restore that. How well that works depends on the application. Any =
application that supports roaming profiles should work. This leads to =
the second idea. Can you use roaming profiles? You may even be able to =
enable them temporarily just for the duration of the migration. I've =
never tried the latter myself so can't comment on the effectiveness.

That's pretty much what we have to do and with even a few machines I
think you can see how time-consuming this is.
Here's the exact scenario. We just ordered some new PCs to replace
some older ones, they are not all that old, 3GHz machines used for
CAD. =20
Since the OS is tied to the hardware I don't see anyway to image from
one machine to the other since the OS license is tied to each PC even
though both boxes are running XP Pro. It takes a long time to move
applications, particularly some of the Autodesk apps which are tied to
the individuals profile. Just trying to make things go faster, one
reason I did not get more replacement PCs this time around is because
we just don't have enough time to do this and the rest of the work.
I guess I'd need a license (Software Assurance?) to cover the number
of PCs we have and then try to get new machines without an OS so we
could image them?
