While I've never tried this with Delphi, my past experience BP 7 agrees with
what you're saying. I tried both a 'uses' clause with a unit that had a set
of routines, and actually putting all the routines directly in my code and
not using 'uses' - the latter resulted in a smaller exe, though exact figures
escape me.
There was a time when it made sense to me to bum the code as much as
possible, but with modern Windows programming, you've lost the battle of the
bytes as soon as you start - might as well not sweat exe size anymore.
