Yup. It also a dielectric. Those pole pigs you see are also filled with
oil, and unless replaced within the last few years, they contain PCP laden
oil. Flourecent light ballasts come to mind as well, you've probably seen 1
or 2 which have this black goey mass thats run out of them.
