That's equivalent to using CSIDL_APPDATA with SHGetFolderPath().
But when you are running binkd as a daemon I don't think you want to use a
users private appdata directory for this, but maybe you should?
CSIDL_COMMON_APPDATA is equivalent to %ALLUSERSPROFILE%. But from Windows Vista
and higher you are supposed to use %ProgramData%. So using the environment
variable is less standardized. But that's true for the CSIDL_ constants too,
they are replaced by FOLDERID_ constants from Vista and onwards...
