Well, the line has to be drawn somewhere.  Here I believe drivers are 
upposed
to allow for a car length's distance between each car in normal conditions.
Rush hour traffic is not an excuse to disobey this law.  Of course, this is
hard to do, but it is the law.  I'm not sure if this law applies to stopped
vehicles, but I know it does apply to moving vehicles.  Depending on the
circustances, the offending driver may or may not get a ticket, but his
insurance company would have to pay for the damages to the other driver's 
ar.
Usually, a driver can stop if he follows this rule.  Now you are also 
xpected
to take the weather into consideration.  If the roads are bad, you are
expected to drive at a safe enough distance so that you can stop if the need
arises.  Twice my husband has rear-ended the car in front of him because he
had trouble stopping on a rain-slick road.  If he had been a little further
back, he might have been able to stop.  He might not have, but like I said 
he
