 Yeah,  this is what made me sus about it in the first place when they first
called in the yanks to work out what was wrong.  I thought they had no reason
to.  I used to know some chemical analysts who (used to) work at the water
board, and they were pretty cluey people, I certainly knew they should have had
some idea as to what was going on.  Till I found out (much) later that due to
cuts, said people don't work there anymore.
 Then all the pieces of the puzzle fit...
