When you bring your budgie to the vet for its nails/wings, try to carefully
observe and learn how the vet cuts them.  Then, in the future, you will be
able to do this yourself and not need to visit a vet for it.  It is not very
difficult to trim nails/wings, especially on a small bird like a budgie.
