It's quite a while since I did a Linux traceroute but I don't recall it being particularly fast. I suppose you know that traditional Unix/Linux traceroute sends UDP packets to (assumed) unused ports, whereas Windows tracert sends ICMP Echo packets. However, I don't see how that would account for a speed difference.
