I've had dificult to download files from Bad News BBS.
I thought the problem was EleWeb, but now I think you're right.
It might be Xitami's problem.

I have no success with IIS as well...
I'm using Apache's version for Windows at my system.
It works pretty fine!
As I'm always thinking about security (my BBS runs on SSH, not plain
Telnet), I've configured another instance of Apache at a Linux station with
SSL support.
So, I redirect the calls to Windows Apache.

(I'm still configuring my BBS Web Interface! :))
(Other possible problem is that I have only portuguese version interface at
this moment! :P)
