Yes, it is. But I followed that with "and then issue whatever
configuration commands you like".
The idea is to get the modem into a "known state". If I _knew_ I was
dealing with a USR product, I'd suggest AT&F1. But, when the modem
type isn't known, AT&F plus whatever else is a safe suggestion. :-)
