Dan, I'm not an expert on this. But I can tell you that here in New
York, the state is very much involved in the nominating process. It's
state law that mandates how many signatures a candidate needs to get on
the ballot. We've got the **WORST** such rules in the country. And
it's gonna take a law, passed by the legislature and signed by the
governor, to reform it.
But assuming you are right about it being party rules only that require
delegates to vote for the candidate they were elected to vote for: The
party is gonna **HAVE** to enforce those rules. If they don't, you can
be sure that Dole will be in court in a flash to have the courts enforce
them.
