I agree.  But it looks like the support site is simply not responding.  I
did NETSTAT to see which destination IP was being queried, and then a
manual PING request to view the results.   All silent.  100% packet loss. 
No response.  Maybe they disabled ping services.  I don't understand why
some other people report that it works and yet it doesn't work from my
side!

The PS appears to be standard!  The wiring colors and order are
the same as for a standard.  The only diff was that on a standard AT
mobo/ps the connectors are P9/P8, and on the DELL they are P5/P4 
respectively.   I plopped in a different PS, but the system still reboots
randomly.   SO...  I've decided that this pc shall be salvaged for parts
only.

The system clock runs perfectly fine.  Infact, the PC had been off for
almost 4  months and the clock GAINED only 5 minutes.  There is an external
battery connected to the mobo.  Maybe I can sell it for a few bucks.  
Infact, I am willing to sell anything from this pc to anyone in
NorthAmerica as long as the part or parts can fit in a standard/large
padded envelop.
