Thought of another suggestion...

 From his computer, do this:  Telnet to the mail server's port 110 and
manually see what you get.  You SHOULD see a response from the mail server
prompting you for a login.  If not, then it's definitely a networking issue
and not an outlook issue.  If you see a prompt, then try to log in as
him...It might look like this:

+OK AVG POP3 Proxy Server 7.0.300/7.0.300 [266.2.0]
user ***username goes here***
+OK Name is a valid mailbox
pass ***password goes here***
+OK Maildrop ready
list
+OK scan listing follows
1 1801                       <---This is a listing of his messages
2 1601                       <---and their size in bytes.
3 3583
.
quit
+OK


Connection to host lost.

Note, if you have echoing turned off, you may not see what you type, but it
IS reaching the server.  Use the Force, Glenn. ;)

I'm curious to see how this works for you.
