At the time the election was held, there was no agreed upon procedure to adopt
a new policy. The procedure that was followed was documented in P4, but that
document was not in force until after it was adopted. Z2 never agreed to follow
that procedure.

So why did Z2 have to abide by the results if they never agreed to hold an
election in the first place?

Duh.... Z2 doesnt do it that way.
