It is a long time ago for my memory. But from the snippet you quoted
from Fidonews. It is quite shure that Eurocon III was during the haydays,
of fidonet regulating. In Zone1 the lawer types were taking over from the
techs and want to incorporate Fidonet into the legal identity IFNA.
As communications were mainly via POTS lines, Z2 had different problems.
The tarif structure and the tarifs made echomail distribution very expensive.
As a result there were some Echamial Czars and cost sharing groups.
However you looked at it, when there budgets involved, there is usually also
a budgetholder. I have nenver read P4, but I think, that among other things,
the policy mandated who or how C's were put in place. That would have meant,
that outsiders would be in a position, where they could command the
budgetholders, where and how to spend their budgets.
The reject for P4 at Fidocon III was a vote by those present, by far a small
crosssections of Z2 sysops. That is the reject Henk Wevers reported.
The other poll was probably taken over the net, Z2 sysops that did not know
about what was decided at Eurocon III, or had issues with the echomail
Czars probably participated, so Dale is probably right as well.

I cannot remember, he may have been disappointed, and he may have been
thrilled. I don't remember how much he was involved in the preparations
for IFNA.
I was and still am not interested in fidonet politics, so I
certainly did not talk about it. The things I remember were mainly is story
about his travels to other countries in his professional life.
