I was surfing the net and found a chart listing lunar phases for 2003. An 
example of the listing for March 3rd, 2003 was...

 New Moon 03/03/2003 - 02:35:60  (2452701.608331)

 The numbers in the brackets had me stumped for a minute but I soon figured 
they were Julian dates and pulling out Mr. Williams Julian Day program I 
quickly saw that that was the case (March 3rd, 2003 = 2452701.5). What I'm not 
sure of is the .608331 part of the Julian Date. Is that the time of day? And 
if it is is there anyway to modify Mr. Williams Julian Day program to include 
the time of day along with the date?
