You can do what you're asking as long as the cig lighter is wired to the
battery switch common terminal ie....when the switch is off, there is no
voltage going to the cig lighter.    Just make sure that the wiring from
the cig lighter to the switch is of proper gauge, & that the connections
are perfect. With this setup, you could charge #1, #2, or both
batteries.

Yes, it's safe. The charging setup would be the same as if the engine
was running and charging normally.    The alt diodes will prevent any
current from backing up into any problem areas.
