To play a little devils advocate, Have you ever run across a pair of shall we 
say real active twins?  My Brother had a pair and I would consider 
having put them on a leash when they were about 2 to 7 years old 8-)

That actually sounds more like it. Active boys me be able to make mommies 
life miserable with the light hardware though...

Actually I agree with you. Unless there is a real physical or mental problem, 
My opinion is that is going to far. It's about time to step up as parents and 
teach kids how to behave. On the other hand, they way some people in our 
country are stalking small children, it may be they feel rather safe than 
sorry.
