You could use the credit system:
Those files appear to be free, change those directories to not be free and give
the Guest account a set amount of credits to use per day (1 credit per byte).
Of course, you'll never know exactly when downloads stop working for Guest and
they'll start working again at midnight, so it's kind of a weird solution.
