My recollection is that only British Columbia had mandatory testing and
that may have ended.  It's also possible that California tests for
emissions.

As for tires, virtually all vehicles here are sold with all-season tires
and there is no requirement that they be taken off on winter's arrival.  I
change over but I suspect I am in the minority.

they sell them there.
