Maxlist will make HTML file lists.

If you're just using plain vanilla HTML with no .GIF, .JPG or other
graphics, just do it.  You'll need to rig some kind of menu-switching
option for your users, similar to what we did for MAXMENUS version 6.

I don't run HTML, but this should work fine.  As for what the user is doing,
good question!  If he's calling locally, I don't have the foggiest idea how
he'd get HTML to display on the screen.
