Areport commissioned by the Alberta government says there is likely little to 
be gained from introducing private health insurance and having a mixed public 
and private health-care system. 

Alberta Health Minister Iris Evans released 
the study Wednesday — a week after the Alberta government backed away from two 
controversial proposals under the province’s socalled Third Way health 
proposals. 

The ideas that were shelved included allowing Albertans to buy 
private insurance for medically necessary procedures and allowing doctors to 
work simultaneously in both the public and private systems. 

The report, prepared by Aon Consulting, examines the potential effects of 
offering insurance for prescription drugs, continuing care, supplemental 
health services and non-emergency health care. It’s estimated these make up $5
billion — or 55 per cent — of Alberta’s annual health-care costs.


Aon’s consultants admitted that insurance-based funding offered no guarantees 
that overall health-care costs would be reduced, and that only through 
vigilant cost controls and greater productivity can significant steps be taken 
toward long-term viability. Evans said the money spent on the report — $1.3 
million — can be justified if only because it stopped the government from 
making what could have been a big mistake
