If you copy the information from an identical drive, which was partitioned in 
exactly the same way, yes, you can just copy this stuff from another drive.

Yes it can. Int 13h is the hardware-level BIOS interrupt for drive access.. 
it runs below operating system level, and is what put the partition records 
on teh drive in the first place.
