Just as each state sets it's own laws and regulations as to whether
there will be a caucus or a primary, when it will be, how a candidate
gets to participate, etc., it is also up to each state to decide if the
delegates are legally bound to vote for the candidate they supported or
not.
I know that a number of states HAVE passed laws that require convention
delegates to vote for the candidate they were elected to support.
Whether ENOUGH of them have done so to make Doles nomination inevitable,
I really couldn't say.
But a good chunk of them AREN'T legally free to vote for anyone other
than Dole, at least on the first ballot.
