Which tools require .NET and SP2? Neither the compiler nor the SDK should
require these. The compiler does *support* targeting .NET, and in fact that
is what the examples that come with it are supposed to demonstrate, but it
can also target Win32, which is what you need the platform SDK for. The
compiler is the same compiler that comes with the full Visual C++
development environment.
