To correct you, the Supreme Court has found that 'begging' is protected
speech
under the First Amendment. However, municipal ordinances (that normally are
not
heard in constitutional cases) that are written under the pretext of public
safety, are allowed. However, an out-and-out ban on panhandling, such as what
you've indicated above, is unconstitutional.
