I agree, default path for config file and option for override it is common
practice.
I'll merge pull-request with this feature (and with backward compatibility) if
anybody make it.

In my PoV, on unix binkd should look for binkd.conf in sysconfdir set by
configure (/usr/local/etc by default), then ~/binkd.conf.
Not sure about win32. May be current directory is reasonable choice.
