I finally found it, also.

It's an alpha and is ported from Linux to Windows 32 via Cygwin (which is
okay). It is very buggy at this point, and I wouldn't recommend it for
regular use unless you are on the programming team.

But if you just must see it, the instructions in the Readme file are very
good and easy to follow.
