I had that problem with a 51 Ford, many years ago.  It had a loose idler arm, 
but it wasn't worn bad enough to cause the wobbleees, just bad enough to 
allow the wheels to wobble when they wanted to. The cure was to balance the 
tires and wheels.  Then, when I was able to afford it, I replaced the idler 
arm...
