Yes, Libnet is the *ix-compatible library that makes porting much easier.
So far I've found 2 bugs in the Win32-specific sections of Libnet.    I
haven't used Cygwin at all so I don't know what works or doesn't work under
XP SP2.  Everything should work with only raw sockets being in question.  I
had heard that someone found a way around the raw sockets restrictions of
SP2.
