You just kill the service in compmgmt.  On some OEM builds of XP, like
Dell's, you can find UPnP in the install/remove gizmo in Control Panel,
under the Windows Components widget.

Dell's level 1 is in ?Bangalore.  It's pretty bad.
Corporate/workstation/server is still in TX.
