I'd prefer to go back to the netmail application process. I've gotten several
email applications from fidonet and othernets, where the sysop is going to get
a system responding "real soon now". Having them need to send a netmail to
apply solves that problem nicely, and makes sure the node system is operational
(or at least responding on binkp)
