I used to take my lunch break late to have a fighting chance of being able
to taste my lunch.  Because a thing ought to be covered by common courtesy
doesn't mean it will be.  But even so, it's amazing how much legislation
you have to indulge in to mimic the results of people being polite enough
not to fumigate each other.

Frequently when we DO use law to cover what you'd think people would have
been polite enough to realize already we fall headlong into the law of
unintended consequences.  All too often, "not where
inappropriate" turns into "not at all".
