Frankly, I'm kinda dubvious that anyone in government is that clever enough 
to figure out such a complex scheme, and carry it on for generations. Most 
can't see past the next election. It's just the same bunch of do-gooding  
busybodies that almost disarmed the USA just before WWII. Any excuse will do. 
Guns kill people, therefore ban guns and the problem disappears. Simplistic 
Kindergarden logic. Ban battleships, landmines, etc. and war will disappear 
too. Right....
