It really depends on the type of fish and your local water.  All fish need 
some mineral content in the water, but what and how much depends on the 
fishes natural environment.  I'm lucky enough to live in an area with 
extremely soft tap water.  This gives me plenty of room to add stuff.  My 
personal opinion, but I think it's easier to harden than to soften.  Anyway, 
I'd recommend getting a good book about your specific fish, and checking for 
the desired rating.
