I'm not familiar with water lettuce, but I grow Java Fern in an identical 
tank.  The fern seems to grow rapidly, then stop.  Almost as if it has 
reached some sort of balance.  If I add another piece of fern, it grows well 
until it too reaches equilibrium. I have assumed this is the natural cycle 
for aquaticplants, but I'm no expert.
