They did, eventually. That's how Major Kira wound up carrying Chief
O'Brian & Kiko's baby to gestation (to cover Nana Visitor's real-life
pregnancy). They used a "medical transporter" to transplant the fetus.
I'm almost certain that Dr Crusher used a transporter to deliver a baby
on the Big E.
