This is a Netmgr type of complaint, so I'm thinking it's netmgr that's grumbling!

It looks to me as though you need to use the actual name rather than the
token. I.e. instead of [repfile] [subject] it should say

[myreply.txt] [simple_subject]

There is also a mention that you need to tell it where to write the body:

      O \
 Before running the external program, NetMgr will write the body of the
 message to a file. This file (and other files) will be created in the
 directory where NetMgr found it's config file. The path+name of this file
 is available through the variable [file]. It will be:
 "\netmsg.msg".
