I'm not sure what you were looking at.  There are a number of other similarly 
named files available under "ftp://ftp.microsoft.com/bussys/Clients", but the 
one I referenced is the one that acts as a client for Samba.
In any case, these two disk images can be FReq'ed (1:323/107) or downloaded 
(+1 401 944 8498) from me as:
MSCLI-1.EXE   845K  5-25-95  Microsoft Network Client for DOS (Disk 1 of 2):
                             Allows DOS client machines to use network file 
and
                             print services being provided by Windows for
                             Workgroups, Windows/NT, or OS/2 LAN Manager
                             servers. Supports all DOS machines including 
8088.
