You're observations match my experience.

I've seen competent people person managers advance in their jobs and
I've also seen utterly illiterate ass kissers make job advances
while hiding the fact they can neither read, write nor do math.

I once took a lateral job transfer in a company to escape such an
incompetent boss.
The clown asked for and was allowed to employ my assistance 
in the annual inventory which I'd hoped would reveal his incompetence.

That really annoyed me.

I'd tried the _people person_ thing for about a month a year before
and got along with everyone by simply telling front office people what
they wanted to hear with no regards to the truth or facts.

It wasn't a good fit to my personality so I went back to my usual
honesty losing my new popularity within the company but certainly no
longer pissing off customers who'd been misled.

Ray, the illiterate manager who caused me to transfer lasted less than
six months in his job before he decided he had to take a lateral
transfer and took a job driving big rigs over the road.

Killed a woman and her kid entering the interstate his first day 
driving over the road but somehow escaped blame.
Later he blew up the engine in the Freightliner by ignioring
the engine oil light as again he couldn't read.

It took the company some 4 years to wise up to this well practiced
ass kisser after he'd been advanced to positions that put him at risk
due to his inability to read and write.

I was astonished he lasted so long.
