so a you need sysop access level + key to .. shell out etc?
pretty straight-forward, just define your access level as "Sysop/s" in 
menus.ctl. That means you need to be sysop and have the "s" key.
going further with that (its actually suprising how many people don't know 
about some of this), you can do stuff like:
worthy      - you need worthy (or higher) access .. very basic stuff =)
normal/df   - normal access level, plus keys "d" and "f".
=limited    - ONLY limited access level works (none higher, none lower)
