I'm afraid I must respectfully disagree with you, Max.
The Tenth Ammendment states:
"The powers **NOT** delegated to the United States by the Constitution,
nor prohibited by it to the States, are reserved to the States
respectively, or to the people."
But  Article IV, Section 1, **DOES** specifically delegate this power to
the Congress, so the Tenth Ammendment, IMHO, **DOES NOT** come into
play.
Article IV, Section 1, is the reason Ohio HAS to recognize your Texas
drivers license while you are passing through.  They should HAVE to
recognize your Texas CCW also.
As an aside, we here in New York are painfully aware that New Jersey
drivers are the WORST drivers in the world.  The people in Jersey buy
their drivers licenses at K-mart.  When K-mart is having a blue light
sale, they buy two, just to have a spare.  If there were **ANY** way we
could declare Jersey drivers licenses invalid here in NY, we would have
done it long ago!
