Yup, and, my belief, he was never released to his own recognizance/independence
of action, but has remained in a tight relationship with those who created him,
against the day when he could be used in some larger project (like bin Laden
and 9/11 used as a kickoff to Pax Americana & the creation of a global American
Empire.)
